You will be fine. Let me explain. Even if there was bacteria, it will only grow on the outside of the meat. It takes days for the bacteria to get inside the meat. You said you re-cooked it. as long as the outside of the meat reached 145 degrees for 60 seconds, the bacteria is dead. Tell your mom to chill and enjoy.

Cooking it until the juices run clear should ensure any harmful quantity is neutralised.
The worst that could happen is that it was visited upon by a fly that would have regurgitated it's last meal then stamped it in with it's feet before extending it's proboscis [and they don't have much in the way of oral hygiene for our benefit] then sucking it back up.
Or an egg-laying fly - this would have been evident, the eggs are like tiny white beads. That would have given me immediate cause to throw it away, but many meat joints are left out overnight to defrost, this requires some part of them is already thawed at some point while the rest is still defrosting, or marinades - also taking time and while a fridge cools thus slowing any 'reaction' time.

Yes if you leave steak or any other meats left out for a long period of time then you will get food poisoning. However if you leave it out for 30 minutes to an hour then you won't get food poisoning. If it has been left out more than 2 to 3 hours then it starts to ruin.
I wouldn't eat it. Overnight gives a lot of time for bacteria do their thing
