Yes it should.
A lot of people don't really know what the limit is & they think that because they are not falling over drunk, that they are fit to drive.
The slightest amount of alcohol in your system will impede your reaction time.

Zero is unreasonable as eating certain foods can cause alcohol in your system even without drinking. 10mg/litre would be reasonable although there are countries who have a 0mg/litre limit.
