First of all, when you're at such a young age, it is the parent's primary responsibility to take care of you, including buying food. If this is not the case, you should probably look into calling Social Services and being put into foster care, or ask you parents to provide for food stamps if they are financially unable to provide.
Second. No, you are very unlikely to get a job in VA until you are 18 years old, unless you go to work with someone that you know that has their own business and has something small that they are willing to pay you for.

You can shovel snow, mow lawns in summer, weed, mulch, clean out garages, walk dogs, if you have elderly neighbors ask if you can do anything to help. They may need someone to take out their garbage & bring the cans back in. You could play with neighbor kids while the moms clean.
Some privately owned small stores and shops will hire you at that age. I had my first job at 12. I worked in a country grocery/gas store. At 14 I worked on a bread delivery truck, 16 a large grocery store.
