Organic meat questions?!

Question: Organic meat questions?
I'm a bit confused about the organic meat standards. Does it require all the farms to be free range/pasture raised or does it only mean their feed is organic (grass and/or grain)? I'm just confused why there are frequent large quantities of organic meat recalls due to ecoli (from being grain finished improperly) yet the all natural meat from whole foods doesn't seem to ever have recalls. Looking for an in-depth answer if possible. Thanks.

As for beef the USDA rules to label meat as organic, the production system must have a full history of every animal including breed history, vet care, and feed. Furthermore it must be born and raised on certified organic pasture, never receive antibiotics, no growth hormones, fed only organic grains and grasses and must have unrestricted outdoor access.
Natural beef is all meat raised for human consumption without additives and minimally processed. But there is no thrid party verification system required for natural beef. So beef from factory feed lots can be labeled natural.
I would expect more problems from natural beef, but no system is foolproof.
