It's healthy to drink water (not less than 2 liters per day), but some people's bodies are able to keep water, also eating some kinds of food or using a lot of salt in food, makes your body keep more water. There are some types of scales which can measure the amount of water in your body, you can loose it by exercising.

I always thought that you're body held on to water if you aren't drinking enough. There is a known diet technique that if you drink a lot of water you will loose a couple pounds of water weight (esp. in the love handles). Maybe your body isn't use to all this water so it thinks it needs to hang on to it but if you keep it up your body will eventually learn that it doesn't need to hold on to water any more now that your are drinking lots regularly.
