A little turmeric (called 'haldi' in some places) will produce the same color, but a much less subtle flavor...

You cannot replace the flavor in saffron. It is very unique, that is why the cost is so high. The turmeric would give your dish the yellow color, but the flavor wouldn't even come close. You really need the real thing in this case.

Some things include:
Tumeric
Safflower
Marigold flowers
Annatto seeds
Food coloring (!)

I really don't think anything can replace saffron though. Some Spanish food wouldn't be the same without saffron.

If it's a savory item, you can use turmeric. For a dessert, avoid turmeric and use one of the other things listed in the previous answer.
