It is meat, yes, but I eat fish and still consider myself a vegetarian. More specifically I guess I am "Pescaterian" because I include fish in my diet. In my opinion (and this is in no way to say that other people's diets are wrong, the important thing is what's right for you) Being a vegetarian who eats fish is the healthiest way of eating. Fish has some really wonderful nutrients and is much much better for you than other animals, also, from the humane point of view wild fish is about as free range as meat comes. sure the fishing inustry has issues but if you are careful to buy fish from sustainable sources then I see no problem.
I guess the answer for your friend would be yes, seafood is meat, but don't be so strict with definitions of what a vegetarian "should" eat. it's up to you what you put in your body, and if not being able to eat fish is going to make you decide not to become a vegetarian then I think it's ok to conider fish "not a meat" for those purposes.

Depends on your friend's interpretation. Someone who eats seafood only would generally not be considered a vegetarian, but a pescetarian (there's a name for everyone huh?). If your friend is serious about going veggie then it's a good place to start. Many people go veggie by cutting one thing out at a time until they are finally at the level they are comfortable with.
