Owl gave a stupid answer. The definition of Vegan is people that don't take dairy and don't usually take eggs either, so to say 'a lacto-ovo-person is like a vegan...blah blah', is totally crass!
All the other answers, so far, seem to be correct, ie a diet not using eggs and dairy products, both of which are animal products. So, in my opinion, this would be a technical description of a 'true' vegetarian, say vegan if you must.

Lacto is to do with milk and ovo is about eggs, so assume means vegetarian who eats milk and eggs.

lacdto is milk and ovo is egg I believe, so maybe its with or without these things.
