If the only flesh a person eats comes from fish (any kind of fish), this person is a piscivore.
Piscivore... not a part-time vegetarian (this doesn't exist), not a semi-vegetarian (this doesn't exist), not any kind of vegetarian. Vegetarians abstain from eating ALL flesh, and fish & chicke are flesh. If a person does eat flesh, they are NOT a vegetarian.
Okay, shortest answer... piscivore.

If they eat seafood, then they're not following the vegan way of life. This person is a piscavore, or you can just explain they don't eat eggs or dairy, and the only meat they eat is seafood.

I certainly wouldn't call them a vega! Eating animal flesh or by products automatically disqualifies you from being vegan. Sorry. You are a fish-eater.
That person isn't a vegan, but might be referred to as a pesco-vegetarian.
You would be a pescatarian. Eat whatever you need to satisfy your dietary needs, and dont worry about fitting in to a label. I ate seafood while I was transitioning to vegetarian, and have no issues with that. Some on here are quite adamant about the labels and terms, but dont try to fit into a neat little box that someone else defines. If you have given up other meat, you are most certainly doing your part towards helping the environment, not supporting animal cruelty, and living a healthier lifestyle-kudos to you!
You don't have to call them anything. They're just eating whatever they feel like and they're just following their own ideas and feelings. There's no need to label people.

If i said " i follow all the laws but i kill people" does that make me a law abiding person, or a murderer. There is no point in trying to rationalise or find a name for someone who mixes rule sets like that.
you are vegan, or not...its simple. Lets stop trying to come up with words for every variation of a meat-eaters diet just so they can claim they are nearer a vegan diet. does it make them feel good or something ?

You're not even a vegetarian if you eat fish, vegetarians dont eat animals. Vegans dont eat animals or any products coming from an animal. Also, overfishing of the seas is one of the biggest enviromental problems.
But comparing to most omnivores, you're on a good way. If you could give up red meat and dairy, fish should be easy-peasy.
I don't think there's a word for it, I would just say they eat a "mostly vegan diet"
