But, I am sorry I have to say that no it isn't vegetarian. It is close though, if the water didn't have beef stock in it, it would be vegetarian.

How could it be? You can't make beef stock without beef, or veal stock without veal, chicken stock without chicken. or lamb stock without lamb.
Just because too many professional chefs think that you can make a vegetarian dish by using veggies and animal stock doesn't make it so.
As others have stated... no... beef stock is made from, well... beef.
HOWEVER... there are non-meat broth/stock available. Even Swanson makes a vegetable broth (but it's not the greatest). I personally LOVE the ones by, I think it's called Organic Valley (available at all the grocery stores in my area). They have a vegetable base and also a "no-chicken" broth that are very good... especially the no-chicken one. There are also vegetable broth cubes, but read the label carefully as some of them still contain animal stuff. I recently found a vegan soup base at my local health food store too.
