Answers:
Little bugs called weevils eat wheat and grains. They are in most ingredients that have a large amount of starch (Flour, grits oats) often they are just the eggs. When it gets warm, they hatch and got throught thier life cycle. Worms as babies, little dull moths as adults. That used to be what sifters were for, to get the bugs out of your flour before you made something out of it.

More than likely they were indian meal moth moth larvea (also called cereal moth), they are quite common, they get into most anything containing any type of grain, and they can chew through thin plastic and cardboard. Often times the product is infested in the warehouse where it is stored or in the supermarket.
