It depends on whether or not any air is trapped in the bag and how long it takes for the leaves to get sodden ! ! !

It depends how much tea is in the bag
obviously it's the air in the bag except for the webbed or perforated bags. Also if a tea bag is full it will sink while a half empty tea bag has air in it and will float of course. It's obvious!
I think it has something to do with the angle that you pour the water because you can use the exact same teabag twice and yet one time it will sink and another float. Making a good cup of tea has always been a science :)

It depends on what kind of tea it is!!
It has to do with how much air is in the tea bag and in the tea leaves or if it's an herbal tea, the "pieces" of herbs. The tea bag should always float at first because there is initially lots of air in the tea leaves. When the tea gets saturated with the water, the tea bag will start to descend. I've noticed that my Chai teabags (more smaller particles), sink faster than my green tea teabags(larger leaf particles). I suspect it is because the smaller particles get saturated fast than the larger ones.
You can also see this when you make loose leaf tea. All the tea initially floats at the top..Over time, the leaves and twigs start to sink. They will eventually all sink given enough time. This is why I thnk how tea bags float and sink. They'll all sink given enough time. interesting question...
