i have done that in the military with cold water and instant coffee packets from the MRE's, sure tastes like crap though.

there are some powder mixes for iced coffee, but if want some right away prepare your coffee as you always do, then put it in the blender with ice (once is cold).
I don't think instant coffee dissolves well on cold water.
It will have the same caffination but won't stir well and be a bit clumpy. My advice is use hot water but after you add instant coffee and stir, add a couple of ice cubes.
