Answers:

Technically White Chocolate is different from Chocolate as pointed out that it contains no cocoa solids, only cocoa butter.

Up until about five years ago there was no standard definition of White Chocolate and it could be any combination of sugar, milk solids, hydrogenated fats, tropical oils and milk proteins if that's what the confectioner desired. The FDA and the chocolate producers, however, agreed on the higher standard that White Chocolate should contain cocoa butter (and no other vegetable fats). They then add in varying levels of milk, sugar and other flavorings such as vanilla.

Cocoa butter, while still high in calories, is not an entirely unhealthy fat in moderation. It's not known to raise blood lipid levels. It has a unique mouthfeel and for many people who can't have regular chocolate because of issues with migraines or other sensitivities to the alkaloid compounds may find some solace with the buttery smooth sweet known as white chocolate.

Most white chocolate is made from deodorized cocoa butter, so it does have a rather bland flavor to it. El Rey makes a white chocolate that's actually not deodorized, so it contains a light woodsy whiff of chocolate, though no actual cocoa solids.

My favorite white chocolate bar is from Green & Blacks and contains flecks of vanilla beans throughout. Like all food, good quality is usually vastly different from the cheap stuff.
