The word vegetable isn't a scientific classification - it is the word for a plant which has parts one can eat. That makes a potato or corn a vegetable.

A starch is a type of carbohydrate. Totally different kind of word. As a matter of fact, starch is found in seeds, fruits, tubers, roots, and stem pith of plants. That covers most vegetables!
