Is it true you can make tea out of weed stems?!

Is it true you can make tea out of weed stems?

i heard if you put the stems in boiling water, you'll get weed tea, but doesn't actually get you high. is that true?

i dont mean the buds or the leaf or anything, im just talking about the stems

Dont drink weed tea! It tastes really really bad!
