Think of drying as concentrating flavors.
However, sometimes fresh is best. For example making Pesto is best with fresh basil. Less- I've always heard that it's 1/4 of though. Either way- it should work out fine. less Depends on the herb. Some herbs, like rosemary, are the same whether dried or fresh.
