Well . . . MREs were distributed widely during the Hurricane Katrina disaster relief effort in New Orleans, and since the restoration of normal food distribution, lots of the rations are showing up on EBay. Technically, you're not allowed to sell the things (as I'm sure you know, the package is labeled as military property), but they are commercially available with the heating elements removed at military surplus stores and on survivalist websites. And yes, you can buy the heaters separately in case your plan doesn't include apparatus for boiling water.
Somebody else here has probably already posted the relevant websites to order from. They can be expensive, but pursuing them through black market channels could result in fines or jail time if you attract attention to yourself by going after so many in one batch.
Good luck finding a cheap source. I've been looking for them myself for my family's disaster kit, but so far I haven't found them for less than about eight bucks each. Right now the canned isle at the dollar store fits better into my preparedness budget.

Whoa. I just actually thought about what you're asking beyond simply sourcing the things. That's a LOT of MREs. Even if each adult only eats two 1200-calorie MREs a day to satisfy a 2000 calorie per day diet, that's 73,000 MREs per (bizarrely long-lived) person. You're talking about the kinds of quantities that the military deals in when they supply bases and outposts. Not to mention, MREs spoil in considerably less than a century. If you're looking at a long-term survival solution, think about sustainable food sources and how to operate them. A better option would be to think about how to make changes in the world we all have to share so that you don't end up living in a bunker for a hundred years.
I am nut sure they last that long, and I am pretty sure you won't last that long, but you can find them online. Just use "MRE" as a search term. Make sure they don't come from China.
What on earth would you do with that much? Planning to stockpile for World War IV? You could call the Pentagon and ask them who their supplier is, then call them.

Military surplus store would have them. If you wanted to buy in bulk, you could maybe contact the manufacturer directly.
