Why are Kraft caramels only sold in the fall as a seasonal food?!

I can find them year round. I'm in the midwest, U.S.. They are sold in bags with the rest of the candy.

Try grocery stores in the candy aisle.
I live in Michigan and my favorite grocery store sells them all year long.
I think other stores only carry them in the fall because a lot of people like to make caramel apples or apple pie with caramel in it when the apples are really good; and the fall is the best time to get good apples.
