It's in the white part of the candy corn. A bright, bright blue will make a white look whiter.

Take a piece of paper sometime and look at it. You'll see that it's actually slightly blue.

It is in the white. Blue makes the cream colored white look "whiter". That's why Granny used Mrs. Stewart's Bluing in her whites laundry. Some commercial laundries, especially those washing USN uniforms regularly, also use bluing.
