1) It is not difficult to find. You can find it in any Iranian supermarket. A small tin should cost round £2-3
***(Though I think the sohan I buy in the UK is not as nice as the ones I bought in Iran)****

In London, there are quite a few Iranian supermarkets in KENSINGTON and FINCHLEY.

2)If there isn't an Iranian supermarket near to you, you could probably find it in a Turkish store (there are very many of those in London) because they often stock products from neighbouring countries.
And there is a similar Indian sweet/biscuit called SOHAN HAWLA which you can buy in Indian sweetshops (In London, TOOTING has many good Indian sweetshops).
