I have the fry daddy and it works great! The scoop really isn't inconvenient at all.
I own a Rival fryer. Mine has a basket, no drain. I'm not sure exactly what you mean by cool-touch cover, but mine has an attached, hinged lid which stays cool to the touch. I paid between $30-$40 at Target. I'm not sure the model, but I'm sure you will be able to find one which is comparable. I'm really happy with mine, and don't know how I made do without one.

I have a fry daddy... and it has no basket. I actually like the no basket version better because you can keep the frying food a bit more 'seperate' than with the smaller basket. And last but not least, if you are cooking things like fried chicken.... with a basket you either take it all out at one time or the basket becomes useless because you end up scooping single pieces anyway. Without a basket, it is easier to pull out only one piece or only a few that are more cooked than other pieces.
Say no to the basket.. buy the fry daddy and enjoy
I got one of those fry daddys. it works great. the scooping isn't a problem, just get one of those wirey like things.
