It is only if you're very small, or if you're drinking other fluids - milk, juice, etc. Diuretics like coffee, soda, beer, etc don't count.
Otherwise, if you're normal size, I think 32 oz. is the minimum recommended amount.

Originally, it was recommended that you drink 8-8 oz glasses (1/2 gal) of water a day. However, within the past year and a half, the daily recommendation has changed to "If you feel thirsty, you should take a drink." My arguement is that if you feel thirsty, chances are that you are already dehydrated, or at least starting. A good way to check for proper water consumption is to check your urine: if it is clear, then you are properly hydrated.
