no, the molecules are not closer together, ice floats. the most dense water is at 4C, about the temperature of your refrigerator. You can't concentrate water. Only solutions can be concentrated.

Maybe if the water was completely purified leaving nothing but H2O, the water could be considered concentrated. The water could only be in gel form if some additive made it so. It would not be concentrated then. I wonder why you ask.
yes indeed. boil a quart till there's only about a glass left. it is now dehydrated. to use it just add water.
nope, water is as concentrated as it gets. You can't remove anything without making it not water anymore.
