Why is the water in Turkey so dirty? (besides bottled ones)?!

Question: Water in many countries can be drunk. There are a range of reasons for this.

In devoloping countries some of the factors include
1. Pollution
2. Bacteria and other diseases from people living close to the water supply
3. Poor standards of treatment and so on.

In reality the water may not be that bad, but it is risky.

My guess is insufficient filtration and purification. Raw sewage can be clean enough to drink once processed properly.
