The true response (if you are interested in knowing..) is that it is not the milk, but the water in the milk, that has been removed by evaporation.

Its called evaporated milk because the milk is in concentrated form (like cream vs skim milk....see the difference?)
Because if it was half full it would be condensed milk.

Because the company that makes the tins employs people to fill it with evaporated milk. I know this can be annoying, but in order to get round it you should look to to purchase something called 'A Tin'. These 'Tins' come with nothing in them and are empty.

its because you are supposed to put the powder into a separate container THEN mix it with water so they give you a full tin so you dont feel cheated like when you open a bag of chips
