Answers: I want to make the following recipe for my Mardi Gras dinner this weekend. But - how do you make the ice ring? Do you use plain old water? If so - wouldn't that water down the punch? Help!

you use a bundt pan, fill it about 3/4 with anything freezable, maybe sprite or hawiian punch would be good for it, or tonic water.
Use plain old water -- it won't water down the punch that much -- or if you want a treat, mix some grape juice, and pineapple juice one third each with water and freeze that to make your punch heartier.
I would freeze lemon line soda with pineapple chucks purple and green grapes is a bundt pan or round mold. I would up the vodka to 1 liter the ring would have your gold purple and green mardi gras colors
