That's FDA regulations for you. 100% pure, I guess, means that there are no large amounts of additives (other juices, corn syrup, etc). From concentrate means that it was dehydrated partially (concentrated) and rehydrated. A lot of juices "from concentrate" are more concentrated because they add less water than they took out, to make it sweeter and more tasty.

100% pure juice of fruits, less water.

It simply means they haven't changed the actual iuce by not adding nor taking any *other* thing/ingredient avvay from the iuce itself, but making it less dilute, more denser, stronger, or purer, especially by the removal or reduction of liquid. Liquid has been removed to reduce the volume or bulk.
