The same way the heater makes the room warm. It emanates the temperature. Also the fluid in the glass isn't just staying still. Heat rises and cold sinks, so even if you do not disturb the glass, the part that gets cold goes to the bottom and the warm stuff goes to the top to get chilled by the ice. If you drink the soda soon after putting the ice in the bottom will still be warm.

as it cools and melts
it spreads throughout the whole glass

Two things happen when ice and soda are placed in contact:
1. Molecules on the surface of the ice escape into the soda (melting), and
2. molecules of soda are captured on the surface of the ice (freezing).

The ice and soda are said to be in "dynamic equilibrium" with each other. The balance between freezing and melting can be maintained at 0°C, the melting point of water,

If the ice/water mixture is cooled, the molecules move slower. The slower-moving molecules are more easily captured by the ice, and freezing occurs at a greater rate than melting.

So the whole soda gets cooled than the surface
