By definition green tea wil have some caffeine. Tea as most people know it comes from the camellia sinensis plant. White, green, oolong, and black all contain caffeine. As you go down the line they increase in caffeine and oxidization.
White tea has the lowest amount of caffeine but Rooibos (African Red) is your best bet for a non-caffinated tea.

Are you seeking bagged tea, or loose tea? How much do you want to buy? Do you want it for yourself, or for a restaurant or shop? How do you define "cheap" and "expensive"? I could probably give you a better answer if I knew the answers to these questions.

I buy Salada naturally decaffeinated green tea in 40-bag boxes at our grocery store. It's not expensive, and it tastes fine.
