In order for water to hydrate the body, it need not be at room temperature, or even at the same temperature as our bodies. Colder fluids leave the stomach more quickly than warmer ones, allowing faster rehydration. When it's hot outside beverages in this temperature range will have a cooling effect on the body.

cold water is safe to drink if that is what your asking. However, never drink ice cold water after being extremely hot ex... coming in from cutting grass, playing an extraneous game, that isn't good at all.

So there is such a thing as drinking too much water, but the temperature won't matter in normal circumstances, because if it were too cold you wouldn't drink it in the first place.
