mix in a dash of peanut butter with cocoa powder and milk.
that'll do the trick.

Mix the cocoa powder with corn syrup. All hersheys chocolate syrup is, is just that...cocoa powder and corn syrup.

sorry i got nothing for you. Maybe you could try adding sugar and cinnamon. maybe some actual chocolate pieces to that cocoa powder and make some hot chocolate mix. That could go in milk if its heated up and taste great.

you could mix cocoa powder and milk together. and make chocolate milk.

cocoa powder needs heat. Follow the instructions on the package for hot chocolate and then cool. That's about as close as you will get.

get some water or milk(i prefer milk but thats just me)and use the cocoa powder and pore it in the milk(there is no priticular order for this)then stir it but dont stir it all the way(it just tastes better like that) and then enjoy it!!!

mix cocoa powder, sugar and milk and blend it together

you could just put hershes syrup in milk. i think there is instructions on the bottle on how much you put in.
