Yes, I live in CA too and it smells like bleach because it has bleach in it, well Chlorine. The city water is almost always treated with Chlorine to cut down on dangerous bacteria...but it ends up tasting and smelling bad and one has to wonder - is it really good for us?? I do have a water filter - just the one that fits on your faucet from Pur and it's a 3 micron, in order to filter out most the bad stuff you should use a 2-3 micron...I got mine for about $25 at Wal-mart and its definitely worth it, takes out taste and bad stuff...replacement filters cost under $15 and I usually use one every couple months...not bad for good water.
But just to let you know HOW much Chlorine is in the water, my boyfriend used to clean swimming pools and he tested our tap water out of curiosity, and it has the same amount of Chlorine, that is minimally required by the health department for swimming pools, to keep them clean. So basically if you drink from the tap water, its the same as drinking from a swimming pool. Yuck. Makes me want to give my dog and plants filtered water.

I haven't heard of water smelling like bleach, flouride yes.

Because you're in Cali! I just moved from LA and the tap water there was HORRIBLE. I know a lot of areas around LA have problems with their water. I would NOT recommend drinking the tap water, and if you do invest in a really good filter! That's what I don't miss about LA, the tap water!

It is probably the chlorine in the water. Sometimes it seems like they over do it on the chemicals in the water. Tap water is not always good and that sucks!

a lot of chlorine in your water... try buying a refrigerator with pure water or get a water purifier for your sink to get rid of the impurities that you taste.

Because less than 1% of municipally-treated water actually ends up being consumed by people, and due to the volume of water treated, it is done as cheaply as possible. This means disinfection is achieved by adding chlorine. Different seasons have different contamination levels due to rising/falling water levels in reservoirs, different water temperatures, and other factors.

Chlorine levels are adjusted accordingly. So basically, since chlorine is in bleach and smells like bleach, the chlorine makes your tap water smell like bleach. Researchers have linked chlorinated water to increased cancer levels for at least 4 different types of cancer, so your idea of drinking bottled water is probably a wise one.

You may, however, find that using a purifier like a reverse osmosis system is much more convenient and in the long run, much less expensive (plus you know what's in the water. There have been many scandalous stories lately regarding bottled water and various issues regarding its treatment and regulation.).

Plus, if you treat your own water, the environmental impact is much less than shipping bottles of water on trucks, and the ultimate landfill issues when those bottles are thrown out instead of being recycled!)
