I think that's very inventive in desperation lol You could also use the foot off a pair of (clean!) tights/pantyhose, or a clean cotton hankerchief. Or have coffee instead.
Why do you need to make a tea bag? Just put your tea in the water to steep and strain it when it is brewed. I do this all the time.
Otherwise, shoot for coffee filter, cheese cloth, strong paper towel, etc.
Good idea, but I wouldn't do the effort. Like already said, just drop the leaves in the water and it's done.

If you have tea leaves then put them straight into a cup and make the tea. It's a lot easier to get the leaves out afterwards by straining it rather than make an impromptu tea bag.
