Not in Arizona!. I work in a little store that sells beer and it is illegal to sell non-alcoholic beer or wine it to anyone under 21-years-old!. I assume the reason is that it does contain a very minimal amount of alcohol!.
I know it's illegal to sell it to minors in most states!. I do not know for sure whether it's illegal in all 50 states!.
