Question: If it's only 2% milk!.!.!. what is the rest made up of!?

the percentage refers to fat content!. whole milk is 3!.5% fat!. Two percent milk is just reduced fat!.Www@FoodAQ@Com
Its all milk, but 2% of it is curds removed and re-added later in production!.Www@FoodAQ@Com
2% refers to the fat content!. It's 100% milk, but only 2% of it is butter fat!.Www@FoodAQ@Com
