It doesn't hurt. It will be weaker the second time that's all.
As long as you keep your tea bag in a hygienic place, it's absolutely fine. I always make tea in a pot and I understand if I put a whole tea bag in a cup, it would be too strong if I wasn't careful.

it depends. if it's a cheap tea bag, probably not. if it's a good quality tea bag with big leaves like pyramid tea bags, then yes, you can reuse it probably up to 3 times.
Entirely depends, on tea bag contents quality included in,for high quality with intacts of taste and aroma ones can be reuseable.
I reuse teabags too because there is always some tea remaining. I don't see why not if it's a recent tea bag.
