Most grocery stores and amazon does, as well. Note that there is powdered and instant powdered. The instant powdered is easier to mix, but usually has a more cooked flavor to it. The regular powdered, for best results, requires a blender to really mix properly, but tastes much more like fresh milk.
Any grocery store like Walmart, Meijer, Kroger, etc. I use it for homemade bread recipes all the time.
A little grocery store may not have it, but all supermarkets should.
