the water relieving the coughing and some reference to where the answer is found like legal matters and in state of Texas ?

While a teacher may have the legal authority to do that in some jurisdictions, it's usually a very gray area legally.

From a health standpoint, it's a very bad idea to prohibit drinking water in class. Drinking water is good for you, and if you're thirsty, you need to drink something. Any teacher who has a problem with this is probably at the low end of the IQ curve, or has control-freak issues.



what? no, a teacher should definitely not forbid you to have bottle water out in class. one teacher in high school tried that, we called him Dick. just keep it in your bag and drink it when you like, and if he/she says anything stand up for your rights. your rights to relieve your coughing and sickness. if they still have a problem, report to the office...seriously
