yes, it's actually called a tisane. anything that is soaked and/or boiled into a tea is called a tisane or Herbal tea. for example, if you boiled hibiscus flower or mint, it would be an herbal tea. if the tea leaves come from the camelia sinensus plant, it's called a true tea.
