When I've gone on Royal Caribbean cruises, water, tea and coffee were free. They did charge for alcoholic beverages and soft drinks. On my last cruise, they sold wrist bands for unlimited sodas.
Water you wouldn't have to, unless you are talking about bottled water. They do have beverage packages that you pay in the beginning but it saves you money usually. Especially if you are drinking a lot. You can bring some bottled water with you in a suitcase. They are not too strict about that but alcohol they are strict.
