Probably due to the fat molecules in milk. The fat separates from the thinner, watery liquid and as the water in the milk boils the steam rises and this milk fat layer moves up. You can prevent the boiling over problem by lowering the heat.

From experiences boiling water does overflow. It also depends on how much of water or milk you have boiling. Anything boil can & given the chance will overflow, so please be careful wouldn't want anyone to get hurt.

Probably the fat in the milk that cause it to boil over... Hummm
