Nowhere I know of. Even if nobody sees you smoking it, they will be able to smell it.

Never been to NYC, but a guy in chicago asked me for a light and walked down the street with a joint.
Simply, Anywhere!! Its legal up to an Oz. Lol after that you get a ticket. I figure if you can afford ta buy weed you can certainly afford the ticket!! 0 ; )
