Is the powdered "Milk" in instant Indian tea really milk? or a substitute?!


Question: Is the powdered "Milk" in instant Indian tea really milk? or a substitute?
So i went to the indian market the other day, and found indian ginger chai. then when i looked at the label at my house, it said milk. im trying to stay away from milk. is this real milk or something else? help, please?
