Milk is a source of tryptophan which has a mild tranquillizing effect so yes it does counter the caffeine a little. The main reason for putting milk in coffee and black/red tea is to make it taste sweeter and creamier.

it can, thats why coffee is best black or black with sugar. and if you want energy eat an apple drink a cup of water and take a walk will give oyu the effects of two cups by utilizing natural sugars and you dont need no machines :)

You can't dilate caffeine by adding milk into the cup. It makes no sense. People only add milk or cream for the taste.
