Question: Why does the smartie(s) dissolve in water faster than in orange juice ?
Answers:

Personal hypothesis:
Sugar dissolves in water; orange juice contains sugar; perhaps the orange juice is nearer to saturation of sugars so it's slower at dissolving the candy.
