Since the water is hotter when it begins to boil, the food cooks faster.
The purpose is to season the water before you add whatever it is you're going to boil ... often that is the only time you have to properly season the food without adding salt to the end and making the dish too salty.
actually the boiling point is lowered. salt water boils at a lower temperature than pure or tap water. it just boils it faster.
