The only reason hot water is used in the first place is because it speeds the brewing process of the tea. Some tea producers even suggest you make "SunTea" by filling a jar with cold water, putting in the tea bag(s), and setting the jar in the sun all day (again the sun heats the water speeding the brewing process). But cold water given enough time will produce tea.
