No but if a bottle of water has been opened and allowed to sit for awhile, (maybe a few weeks) it can taste kind of stale. That means some micro-organisms have probably moved into it.

Water doesnt spoil per se. It can become stagnant though like when it sits inside a rubber tire. The oxygen content in the water shrins. That's why people who have pets change the water in their pet's water bowl often.

It sure can. But your plants will love it, most gardeners tell you to let plant water stand overnight.
