7 pumps refers to the number of chai syrup pumps put in the cup before adding the steamed milk. Different cup sizes have a different number of pumps, with "tall" cups receiving fewer pumps of syrup than "Grande" or "Venti" cups.
Flavor syrup can be added to any drink, including regular coffee, frappuccinos, iced tea and Chai. The syrup is basically sugar water with some kind of flavoring, and is usually mixed in the following amounts: 3 pumps in a Tall, 4 in a Grande, 5 in a hot Venti, 6 in an Iced Venti.
So, a 7 pump chai latte would have a much stronger/sweeter chai taste to it.
normally those lattes come with 4 pumps of the fruity syrup that usually comes in it. 7 pumps means just more of that syrup. Not sure of the exact amounts of each pump though.

The "chai latte" part refers to the drink... the "7 pumps" part is a customisation. As the person above me said, there are different numbers of pumps for different sizes - 2 for short up to 5 for venti. 7 is very strong.
You can ask for more or fewer pumps for any drink that has syrups in it. For example, a 7 pump venti mocha would be very chocolatey because it normally has 5 pumps.
